Locals and Outsiders

 Which is a good question who is who in this plot , Locals use it for financial and psychological purposes and "ethics" coordinations while those engaged in whatever is called abroad use it in their own information warfare where the locals are also engaged to coordinate accordingly.

Since everyone has access to information 24 7 that explains surveillance and suggestions in order on how the commentary or article or blog post depending on where and how it is published will affect the 'innocent' public.
